In Adobe Illustrator 

• 1. Create Text and Image:
  Place your background image and then type your text on a layer above the image.

• 2. Expand Text and Position:
  Select the text and go to Object > Expand to convert it into a shape. Position the image to the back so the text is on top.

• 3. Create Clipping Mask:
  Select both the image and the text, then go to Object > Clipping Mask > Make to embed the image into the text.
